Frosty is an NPC found at the spawn of Jerry's Workshop. He gives the player a free Snow Cannon upon first interaction. Afterwards, he offers a Snow Cannon for 1,000 Coins if the player doesn't have one in their inventory.
If the player has a Snow Cannon or Snow Blaster in their inventory, Frosty will fill it up for 1 Coin per Snowball.
