Kat is an NPC located in the Infested House in the Rift Dimension. They give you the Turbomax Vacuum Cleaner, which can be used to collect Flies, Spiders, and Silverfish. These can then be placed in the Vermin Bin, which unlock various shop purchases as shown below.
