The Rookie Pickaxe is a COMMON Pickaxe.
Obtaining
The Rookie Pickaxe can be purchased from the 
Mine Merchant in the Hub for 12 Coins.
Usage
The Rookie Pickaxe can be used to break Blocks that have a Breaking Power of 2 or lower. It can also break blocks on your Private Island that can normally be broken by Iron Pickaxes in vanilla Minecraft.
