The Fractured Mithril Pickaxe can be purchased from 
Bubu in the Dwarven Mines for 10,000 Coins.
Usage
The Fractured Mithril Pickaxe can be used to break Blocks that have a Breaking Power of 5 or lower. It can also break blocks on your Private Island that can normally be broken by Stone Pickaxes in vanilla Minecraft.
