Obtaining

Spell Powder can be obtained from defeating the Mage Outlaw in the Courtyard on the Crimson Isle.

Spell Powder can be used to craft the Fire Freeze Staff, Fire Veil Wand, and Wand Of Strength. Additionally, it can be used to upgrade various items at a Blacksmith such as Malik, Igor, and Alwin. These items include the Ragnarock Axe, Fire Veil Wand, Fire Freeze Staff, Wand Of Strength, and Hellstorm Wand.
