Emissaries are NPCs located in the Dwarven Mines and Crystal Hollows who give players Mining Commissions to complete. As players complete Commission Milestones and increase your Heart of the Mountain level, more of them show up.
Additionally, five of the eight Emissaries can show up on the Garden as a visitor.
