The Turbo-Cacti Enchantment can be obtained in multiple ways.

Upgrading
The Turbo-Cacti Enchantment can be combined up to level 5 using an Anvil.
Usage
Hoes or Axes with the Turbo-Cacti Enchantment will gain the following benefits at their respective levels.
In order to use level 4, you must have at least Bronze in the Cactus Farming Contest, and for level 5, you must have Silver.
Grants +5-25
Farming Fortune when breaking cactus.
Requires Silver in Cactus contest!
