The Shifted Tavern is a Location next to the Wyld Woods in the Rift Dimension. It based on the the house that Shifty is in within the Wilderness in the Hub.
Purpose
The Shifted Tavern is home to Shifted, an NPC who sells the 
Speed Elixir, 
Jump Elixir and 
Strength Elixir for varying amounts of Motes. This is similar to how you can purchase Brews from Shifty for Coins.
Stability Elixir
After speaking to Inverted Sirius and they request the 
Stability Elixir, Shifted seemingly starts selling it to you. When you try and purchase it from him though, he gives new dialogue and sells a supplier tip for 20 Motes. Then Alabaster, Dackinoru, Chester, Lazarus, Vreike, Ashera, Garlacius all sell their own tips for the same price as to who the supplier is.
By speaking to Garlacius and then Fafnir at the end, it is revealed that the Argofay Serialbather makes these elixirs, which can be used to unlock the Rift Transfer Chest.
