The Kuudra Archeologist is an NPC found in Dragontail once you have defeated Kuudra and completed one of the Faction questlines. They will give you Kuudra Follower Leggings if you give them a Kuudra Relic.
If you then speak to them while holding a Kuudra Teeth Plaque with over 4,500 
Intelligence, they will upgrade its rarity.
